1. Review of user fees
They advocate not only a revision of the value of user fees, but also the exemptions that currently exist (and which resulted from successive enlargements of the scope of exemption, and it is appropriate to revisit). Additionally, want to establish an indexation to inflation of user fees and a structure in which user fees for general practitioners are smaller than the specialty, and even lower than those paid in the episode of urgency.
measures were very similar proposals in 2006, "Recommendation No. 4: Review the existing system of exemptions from user fees, with a redefinition of exemptions based on two criteria: ability to pay and need continuing care "
Recommendation 5: Update the value of user fees as a measure of discipline from the excessive use of the NHS, enhancement of services provided and the contribution to the funding of the NHS.

The user fees should be updated at least at the rate of inflation.
Currently the structure of user fees has already differentiating between health center / hospital appointment and USF. And there is some room to rise, few, user fees will not be by this point it will reach equilibrium financial public sector. It is worth noting that the values should remain within reasonable limits. After all the purpose of these user fees are not finance the system, raising revenue, but prevent excessive consumption, resulting in the final by more public spending.
The user fees are intended to prevent abuses of use, and therefore is not expected to rise to very high values (eg, Greece, after the increase, moderating the rate is still lower than in Portugal ). User fees are not intended to fund the National Health Service, and are usually modest values face ao total das necessidades de financiamento.
